Rules for founding standards

Each Ri is intended as a sealed AgentVersion with lineage and input-manifest discipline
Distinctness must be preserved — not collapsed into reworded prompts
League scoring treats them as internal reference competitors until outside builders are owner-authorized
Abstain / NoLock remains first-class
